Operational Risk Manager (Digital Assets & Licensing)

, is seeking a seasoned Operational Risk Manager to play a crucial role in building and scaling their risk and compliance framework. You will be the
key risk leader
responsible for designing and implementing a robust operational risk framework within a dynamic digital asset environment. This role is pivotal in ensuring
licensing readiness, operational resilience, and regulatory compliance
, with significant exposure to SFC VASP and other digital asset licensing regimes.
Key Responsibilities:

Design and implement operational risk, BCP, and third-party risk frameworks
tailored to digital asset operations.

Lead risk assessments and control oversight
across payment flows, reconciliations, custody, and transaction monitoring.

Own BCP/DR planning
and testing, ensuring operational resilience for critical technology and vendor dependencies.

Enhance AML/CFT, KYC, and fraud controls
in line with HKMA and SFC licensing expectations.

Support regulatory engagement and licensing applications
, including preparation for audits, inspections, and thematic reviews.

Develop risk dashboards and KRIs
for senior management reporting.
What we're looking for:

5+ years
in operational risk, technology risk, BCP, or third-party risk within
banking, fintech, or digital asset firms
.

Strong hands-on experience
with
HKMA/SFC regulatory frameworks
and digital asset licensing (e.g., VASP).

Proven track record in
BCP/DR planning, third-party risk management, and AML/CFT controls
.

Excellent stakeholder management skills with the ability to collaborate across Tech, Legal, Compliance, and Business teams.

Professional certifications
such as CAMS, FRM, CRISC, or CISA are highly preferred.
