THE ROLE: MLRO & COMPLIANCE OFFICER
This role will manage the Compliance Function for MarTrust Hong Kong and will report to the Chief Compliance Officer and to the Board of Directors.
Your day-to-day will involve:

Acting as a MLRO for MarTrust Hong Kong in accordance with local regulatory expectations and report to the BoD accordingly.

Act as a liaison person with respect to all regulatory queries or requests in order to ensure all queries are responded to in a smooth and cooperative manner including:
Responding to all regulatory enquiries;
Submission of all regulatory reports/returns;
Maintaining of all required registers;

Ensure Compliance of MarTrust Hong Kong with all relevant laws, rules and regulations by designing and maintaining the compliance framework and in line with MarTrust-wide compliance framework.

Design and execute Compliance Monitoring Programme of MarTrust Hong Kong in line with MarTrust-wide Compliance Monitoring Programme.

Design and deliver Compliance Training to all employees of MarTrust Hong Kong.

Provide regular reports and updates to the Chief Compliance Officer and the BoD of MarTrust Hong Kong including potential or actual breaches, SARs and any other management information related to compliance function and MLRO related activities.

Conduct Business-Wide Risk Assessment and Information and Security Risk Assessment in accordance with the regulatory requirements and expectation and also in line with relevant guidance and in line of MarTrust’s policy and procedures.

Evaluate and monitor the adequacy of AML policies, procedures, forms and any other internal controls and mechanisms to ensure full compliance with regulatory obligations of MarTrust Europe and ensure the team perform the following processes correctly and in compliance with the relevant laws and regulations:
Sanctions Screening Process:
Assess screening alerts and eliminate false positives as appropriate;
Transaction Monitoring Process:
Reviewing rules in place are effective and suitable;
Creating new rules to be used in effective transaction monitoring;
Customer Onboarding Process;
Customer Review Process:
Periodic Customer Reviews;
Event-driven Customer Reviews;
Any other Compliance-relevant Process.

Assisting the Chief Compliance Officer and the BoD as and when required:
Management and delivery of ad-hoc projects;
Onboarding of banking partners, insurers, and any other relevant providers; and
Assistance with any other matters to ensure development of Compliance framework is achieved accordingly.

Ensuring the continuous professional development is achieved by the following:
Following updates of relevant laws, regulations, and other industry developments;
Attending conferences, webinars, courses etc; and
Presenting relevant and local regulatory changes to the Chief Compliance Officer.
This is what we need from you:

Bachelor’s degree
-
ICA AML Diploma
-
Fluent in English
-
Minimum of 2 years MLRO Experience within a financial institution/fintech/MSO licensed entity in Hong Kong

Management level AML experience
-
Dealing with financial regulators in Hong Kong
-
Previous AML and risk management experience gained within a financial institution or regulator
-
Compliance background in cross-border payments and financial services
-
Previous compliance experience in new payment methods preferred
